Need help with selecting a video card

I'm trying to get a video card for my pc but having troubles determining which one of these is better.

I've heard some good stuff about PNY and bad things about Biostar and I also heard that Biostar video cards suck up too much power. (my power supply is 350W and I dont wanna spend extra $$$ on a new power supply) The problem is they don't have minimum power requirement for the Biostar video card on the web site and I've looked everywhere to find them but couldn't. And there's also this same video card for the Biostar and the second one is much more expensive:

If I had a 450W power supply, I would've gotten the biostar one but since I dont and don't know the minimum power requirement, I can't decide. Also on tigerdirect's web site, it says the PNY one has 4 pixel pipelines but some other websites say it has 8 (I'm so confused!!!). The one thing I'm trying to avoid is buying a new power supply.
I only have AGP 8x and PCI slots on my motherboard and I don't plan on playing games at their maximum settings. I don't care as long as they're playable. BTW, would my computer run Oblivion with medium graphics at a playable speed if I get the PNY one? My comp is Pentium 4 2.6 Ghz with 1024 mb ram. Some help would be appreciated and sorry for too many questions.
 
Ok, first I don't think that Biostar's can draw more power than any other brand.

Second, the Geforce 6600 has 8 pixel pipelines, 128bit bus, and somewhat slower clock speeds :)

So the 6800XT would be the best choice, as it has a 256bit memory bus, and higher clock speeds.

But read this one. That one's minimum power requirement is 450W and the only difference is the bigger memory. I think 450W for GeForce 6 series is really high.
