New computer, cpu overheatign issue

Hi i recently have built a new computer. And im having issues with the cpu runnign to hot. I have a Asus P5LD2 Deluxe MB, Pent 4 650+ 3.4 Gzh(LGA 775), and 2x1gb of OCZ DDR2 ram at 667 mhz. Everythign is fine, except the fact that my Processor is running at 84 C(which is to high) and the mother board is runnign at 35 C(which is fine). I also get a error message when i boot, saying overclocked or overvoltage failed.....but the bios is at deafault still, and asus told me its heat related. The stock cpu fan and heat sink is aluminium and runs at 1300RPM. I have order A new cpu fan and heat sink which is copper and runs ar 4200RPM along with 99.9% Silver thermal gel by OCZ. Will this solve my problem?
