New computer won't download anything?

I bought a new laptop last night, and it seemed slow for the specs (if I tried signing into something, it would take 30-60 seconds) - so I went through the preloaded software and deleted what I didn't need. Restarted it, and everything was great. It was loading webpages faster, could sign into anything no lag, etc.

This morning I turned it on, and start up seemed slow again which I brushed off. After I logged on, I noticed Cortana wasn't working. Somehow my location services turned off, and I can't turn them back on. It won't let me save a picture, and while trying to download RogueKiller it will try to download for 5-7 minutes then show up as failed.

I tried disabling my anti-virus, but still no luck. Any ideas on what I should do? Thanks!
