New PC Having Web Page Loading Issues

Hello guys this is the first time I am using a forum to solve my internet issues but this problem has made me go crazy . I recently bought a new laptop (ACER ASPIRE 5742 Core i3 Windows 7) After a week or so web pages started to take a lot of time to load after changing the router also the problem continued I read many threads but didn't come to a conclusion Please someone help I also upgraded my plan to 45mbps still it feels like it is less than 5 mbps ALSO Other devices run propperly

Have you applied all of the Windows Updates to date and are there any yellow (!) in the Device Manager?
