No display on new computer build

I am putting together a computer for a buddy of mine as a favor....
I start it up and it has no display, no beeps, and the CD/DVD drive does not open(the CD/DVD drive light is constant green). The hard drive doesn't sound like its spinnning.

i've tested the power supply with another one i had, it is fine. All parts are new from tigerdirect. I dont have an extra 4x/8x AGP video card to test that out. USB mouse doesn't seem to have power and neither does the keyboard.
The computer specs are:

ASUS k8V-X SE Socket 754 motherboard
AMD Sempron 2800+ Socket 754 64-Bit (Palermo)
380 Watt Raidmax Power Supply
MSI Radeon 9250 128MB DDR AGP w/TV-OUT Video Card
Maxtor 160GB EIDE HD 7200/8MB/ATA-133
1024MB of PC3200 DDR 400MHz RAM (ULTRA)
LiteOn 16xDVD Burner

Any suggetions or help would be greatly appreciated. Thanks!
 
the usual culprits in the problem you describe are.

1. Ram not properly fully seated, or defective ram.
2. Video card not fully seated.
 
i just tested the RAM and Video card in another system and they work great.
I have a feeling its the Motherboard... or processor or a combination of both.
 
given that the USB devices dont seem to be powering up and your card and ram are working in another system. it is probably a safe bet that the board is defective. the only other thing I can think of is to double check and make sure there is nothing metal in contact with the mobo causing a short. other than that th only other option would be to contact tiger direct and RMA the board.
