Notebook not shutting down completely

I have been setting up a laptop that my brother bought. It is an Acer Aspire 3623 that we got cheap at a local computer store, with no OS. He set it up, and among a few other problems, the laptop would not completely shut down. The LED under the power button would remain lit about half the time it was shut down. I tried reinstalling windows and the correct drivers, but the problem still remained. Any things to try? I wondered if some of the BIOS options might help, but there aren't many things I can change. Any suggestions?

No ideas? Would updating the Bios help? I can't seem to find a way to do that on Acer's website. Any suggestions?
