noticed some .dll files in weird places on hard drive

I noticed 4 strange folders on my c: . They all have jibbersih for file names. In two of these folders there are a few .dll files, more specifically wpdinstallutil.dll in one and updspapi.dll in another. When I move my cursor over these icons, everything in the folders say they are registered to Microsoft. There is also a lone text file in another folder and Windows Service Pack Set-up in the last folder. I don't know what these files are and would like to get rid of them if possible. If they were critical to windows, I would assume they would be in a different location such as in the program files folder, but I thought I would check and see first. Anyone every heard of this or have any solutions??? Thanks for any help.
