Oblivion Please Help

I may sound like I'm complaining to much but it seems like when I walk normally when im not holding shift I'm going to fast. When I hold shift though makes me go slower.

That's completely normal; it's how the game is made.

The shift key in Oblivion goes between walking and running, holding down shift, as you said, makes you go slower (walking). Pressing Caps Lock toggles between the two so you don't have to hold Shift down.

I suppose the only thing that can make you go slower is for you to not walk as much.... walking and running in Oblivion automatically train your athletics skill, which when levelled up, makes you walk faster... so, uhm yeah
