OOps- I Shut Off in Middle of ReBoot Check-Disc !

I have Windows XP SP2 on '99 Dell Inspiron (running fine--no issues). Something was running in background, but nothing showed in Task Mgr Applications. So I just did a Start/Turn Off, after shut off, I then hit the 'ON' button. On booting, it started a Check Disc (I think I had scheduled this to run on next start-up), and it ran quickly thru 3 out of 5, then slowed way down as it got into the files. I had a meeting to prepare for & couldn't wait any longer. I couldn't exit out of the Check Disc, so I just hit the power button and shut it down. Now, when I try to boot up, it goes to a blue screen telling me it shut down to protect windows, etc. It advises me to turn off any anti-virus, check disc, etc--but I can't do anything with Windows, nor can I get the bios to open--so I have no way to turn any software on/off. At the bottom it gives me an error code Stop: 0x00000024
(0x00190203, 0x827DC678, 0X0000102, 0X00000000). What do I do now?
