Outlook Express 6 pop3 server resetting itself

I have someone running his e-mail through OE6 and he is having problems receiving his mail, he is using Tiscali as his ISP. Everytime I go to check his settings the pop3 server settings have been reset to 127.0.0.1. I duly reset them to "pop.tiscali.co.uk" and his mail works ok again but everytime we reboot his pc it resets back to 127.0.0.1.
I have checked for virus's with his Mcafee and ran a scan for adware/syware and nothing was found. He is running Windows XP home.
I am slowly running out of possible ideas, has anyone any other suggestions?

Get the phone-number, email, POP3, SMTP (and proxy if needed) settings from Tiscali.
Then uninstall anything from Tiscali.
Then manually setup again with the Tiscali info.
Their installation (from a CD?) screwed up your internet settings.
Tell that person to use Firefox/Thunderbird, not IE/OE.

Some AV programs set POP3 to 127.0.0.1, and substitute the scan-port.
However, that person's best bet would be to dump that creepy Tiscali altogether.
