Outlook Express sends repeat messages and keeps them in my Out box

HELP!
My Outlook Express JUST started sending repeat emails. I've gotten phone calls and reply emails that my computer has sent more than 100 of the same email to the same address.
And I'm in the public relations business. This is NO good.
I called Earthlink. No help. Said I need to re-install OE. That's $75 out of my pocket.
Is that what I really need to do? Keep in mind I am NOT a tech person. I write and leave the tech work to others.
How did this happen?
