Outlook Express will not log on for e-mail for second client

I am having a problem with outlook express in Windows XP Pro and Verizon DSL modem 6100. When one client ( user) logs on to down load e-mail you can not go to another user and get your e-mail. The computer must be rebooted to do so, does any body have an idea what would cause this? You can change users and log on to the internet.
 
Are you using the Fast User Switch in the Control PAnel?
Start> Control Panel> Administrative Tools> Services> right click on Fast User Switch> change dialog box to Automatic> Start the Service> Close.

See if using this allows the other person to 'get off' so you can switch.

Bobbye I checked out my computer and its the way you suggested it should be. So I still have the problem.
