Outlook header is not printing randomly

Hi everyone, is there anyone who can help me to resolve outlook email printing issue. Randomly for some of the email, header is not printing. It is happening for outlook 2000, and also 2003, not for all users for only a few users in our company, and is becoming a big pain..
