If its a P4 thats normal, if its AMD XP 2400 or lower its normal. With any other processor its kind of high. Those are the kind of temps you'd see while gaming or stressing the CPU. Need system specs.
 
i see that your fan rpm's are very low, that not good, replace your cpu fan, or check to see if its clocked with furr, pick up a can of air and blow it out..

btw in all honesty i have a tmd fan and it has rpm's up to 5700 and your running at 1756, get that checked.

what fan would u reccomend? Now my computer restarts when i play a games for bout 5+ min anyway here r my specs/summary:
