Override Cool 'N Quiet

I want to know if there is a way to override the cool 'n quiet feature without turning it off. I mean, on my old Athlon 64 rig, the processor seems to be undecided on certain programs, meaning it doesn't know whether to run at 2000Mhz or at 1000MHz so the program randomly slows down when the processor goes down to 1000MHz. Then it realizes it needs to be at 2000MHz and goes back up. Then it isn't using enough CPU power so it goes back down causing lag again. I am using the computer as a Battlefield 1942, Battlefield 2, and FEAR server for LAN parties.

Is there a way to force it to run at the full 2000MHz for just these programs without turning off cool 'n quiet?
 
You can go into the power management section of your control panel & set it to "desktop computer". Once you're done playing, set it back to "minimal power usage".
