PC Restarting issue

Got a brand new Compaq Presario SR1510NX; 80 gb hadd drv, 512 pc 2700 ram, ointel celeron d processor. When I first put it on went off after bout 2 seconds and restarted. It keeeps restarting erery 1 to 2 secs. Haven't even been able to see the post screen. Checked power supply and ram but all is in order. Ever came across smtg like that?

If its brand new, take it back.

yes Its your heatsink because i had that problem before your cpu keeps overheating and it shuts it self off push your heat sink in to your motherboard a bit more
