Please Help PCI Slot Causing Problems

I just put together a computer and it boots up great, everything functions. So I deceided to go out and buy a TV Tuner PCI card. I have three PCI slots that are not being used anyway. So I went, got the card, installed it in the PCI slot and now the machine doesn't boot at all, no power nothing. I removed the card, and it boots up perfect. I tried all the slots with this card with no avail. I never saw this before. It keeps me from booting if this card is installed. I took it out and everything is fine and dandy. No idea. Please help. I did everything correct. It's seated properly and everything.

It is probably a bad card causeing a short when it is installed.
