Poor video card effect LCD Monitor

I bought a new 19" LCD Monitor (Samsung 930B). With all of my video players I get a physcodelic look, not to mention very dark. Also, if I set my background to a solid color the screen gets shades of different colors. I have tried changing all of the setting on the monitor. Could a poor video card be the reason for my troubles? I noticed in the instructions they had a color quality setting of 32 bits, where as the highest mine will go is 24 bits. Thanks for the help.

I have a Compaq 667 mhz, 191 ram, 98SE
Graphics: Intel(R) 810e Chipset Graphics Drive 4.11.01.1321
 
well since..

yup your system is getting old...i doubtthat avideo card from that time can have the power to display on a samsung lcd
it can also be your ram
in fact you are not getting everything out of that monitor
