I have a hp pavillion t580.uk

Since you have tried a new PSU, it looks as if the motherboard is faulty, because, if the RAM was bad, the processor's fan would turn at least, but the PC wouldn't boot.

Examine the motherboard looking for bloated capacitors - the can-shaped components - that may also be leaking.

Cheap PSUs are the main cause of blown capacitors.

All the same, you could try removing all of the adapter cards and memory modules and then reseat them.
