There are some processes that are automatically restarted after being ended in the taskmanager (printspooler, windows security centre, and windows update are just a few examples). Is there some sort of utility in Windows that has a blacklisted system or list where it prevents processes from ever starting or even disabling the process as a whole?

In task manager, for example, If you end printerspooler, it restarts itself automatically (I know its a service). But what about processes that arent services?

Start > Run > services.msc is a MM console built into Windows to disable services.

Each item you've listed are system services and can be stopped and/or disabled from this utility.

There's a little bit about services here, at Techspot:

If its not for windows processes, go to start-run-msconfig and disable from there as well.
