Problem botting windows

I have a problem booting windows and i am unable to fiqure it out. The system boots up and goes to the boot in safe mode, last known good config screen i have tried all of them they all lead the same way. The computer looks like it loading windows but then a blue screen pops up for less than a secont then it start the boot process all over again.

The computer is a Packard Bell ImediaVL, Pentium 4 running windows xp home. it is an oem build.

Can anyone help me please.
 
Boot from your Windows CD
Go to the Recovery console
Log into the Administrator account by pressing 1
Then press enter

Once in this black dos screen, type this exactly:

chkdsk c: /r

note: chkdsk c: /? shows all options. Also there is a space before the forward slash /

After it finishes, type exit, hopefully it boots to normal mode.

Otherwise you will need to Repair Windows
