Problem With Windows Installer...(Please Help!)

I get this error message when I try to install any program that uses the windows installer and not its own...

I am not in safe more, or any of that. This hasn't happened before and I have no idea why its happening now. Is there a way to reload this or fix it? Please help

Update to this issue. I reregister the installer and it fixes it, but after I do that and try to install anything I get a blue screen with the

DRIVER IRQL NOT LESS THEN OR EQUAL TO

and then this

alcxwdm.sys address ba06f13B base at BA03700

i checked on what this is, and it's a sound card driver. I downloaded the official driver from my motherboard site so it shouldn't have any issues. with it.

try uninstalling your sound card, and then trying to install.

Tried, reinstalled and still not working. No recent drivers either. It works fine for a while and then goes to a blue screen.

Any 3rd party drivers or anything I can get? No sound really bites.
