Problems overclocking my 3.0ghz P4 w/HT

aight here is the thing

i cant seem to get my core clock over 210mhz with a cpu fan pushing 70 CFM and ive tried increasing the voltage but to no avail...windows just reboots while im trying to log in...so ive narrowed it down to three possibilities

1. my heatsink: a Scythe Samurai
2. my PSU: Vantec Stealth 520W
3. my CPU: 3.0ghz P4 w/HT (i assume i got one that might not be overclocker friendly

im runnig this all on a Chaintech 9CJS Zenith...i doubt its my mobo's fault since extremeoverclocking.com gave it a 9 and found it to be very overclocking friendly

First off, what is holding you back?

Is it just not booting at any higher speed?

Have you done any memory testing to make sure your mem can handle the fsb you want to run?
