Provide the internet access some clinets

i am working as a network admin, and we have we have two service providers one is vpn from reliance n other bsnl for internet so here all the systems must be provide vpn but internet providation for only few people so how to restrict we are in the workgroup model (router is linksys it provide dhcp server) plz give me the reply

I'd login to the router and use mac address filtering or ip filtering and allow the one's I want and block the one's I don't.
