PSU Turn on/Suddenly Shuts off

Well, I have this Compaq Presario S5200NX that belongs to a family friend which is about a year old... nothing has been added to the computer so everything is bone stock... When the PC is turned on in 4 seconds it suddenly shuts off, never fully boots so I can't enter into safe mode... could it be that the PSU is fried?
