So i have onboard sound chip.
and my box has line out and mic in jacks in front.
so my questions:
1. do i need to plug jumpers in their places?
2. can (not pluged) jumpers cause a problem with mobo sound chip jacks?

To both questions, not according to your motherboard manual. Sound card jumpers do not apply to your motherboard. If you plug your front panel sound jack cables into the motherboard sound card headers, it will automatically disable the back panel sound jacks. So if you want the back panel sound jacks to work, you can't plug in the front panel connectors. You can't have both at the same time without installing a separate PCI sound card that has that capability.

BTW, I think all your questions related to sound cards should go in the Audio and Video forum.
