Question About Reinstalling Windows

I have a custom PC and I feel it is getting slower and slower and It would be easier if I could just wipe it back to factory condition, which brings me to my first problem..custom pc ..no factory condition and I was wondering could I just pop in my windows cd and reinstall it wiping all the pre existing data without having to reinstall all my hard drives, motherboard, gpu, cpu etc?

You want to wipe all data while keeping device drivers? Don't you see a logic problem here?

Download the latest drivers for your system components and put them on a CD or a USB drive. A clean install of Windows and the latest drivers is a Good Thing.
