Reformatted hard drive, started w/cd rom support, now won'd read cd

I reformatted and old NEC hard drive to use as a spare computer for my daughter, and I first created a startup disk. The computer will boot with CD Rom support, but when I enter d:setup, it won't read the CD. I've typed DIR and it just lists:
Command.com
Exract.exe
Readme.txt

I've tried other CD's in the drive, and it won't read them either with the DIR command. Any help will be greatly appreciated.
 
"Won't read" means what?

By default a startup floppy starts you up in A: and you have to run "dir d:" to see the CD contents.
 
Which is what I did, and it lists those same 3 files. It lists the same files no matter what CD I have in the drive, as if it's not even looking at the CD itself. When I type d:Setup, it says 'bad command or filename'. I doesn't see the setup file on the CD.
