Refresh lines on monitor when scrolling

On one of my computers I see what I would describe as "refresh lines" on monitor when scrolling up or down a web page. Do I just need to keep trying out "Screen Resolution" settings until the monitor stops doing it? Or is this another setting that causes this?
 
What kind of monitor? LCD or CRT? Your vertical refresh setting may be incorrect for your monitor type... 59-60HZ for LCD, 72-75Hz for CRT
 
I think think my video driver is the wrong one. I moved this HD from another computer to this current one.
 
You should never move a hard drive from a computer with an OS installed, to another computer. You should always format and install the Operating System fresh...
 
Yeah. This is my "experiment" computer. I was just testing XXClone on another experiment computer.
