Screen color problems

Not Sure which forum this goes in .... The colors in the icons on my desktop appear dotted instead of solid. And when I go on the Internet the pictures are totally screwed up and you can't tell what it is in some of them. the pics I attached show what I'm talking about if it doesn't make sense
How do I fix this problem?

Right click on an empty spot on your desktop.

Select properties and then select settings at the top.

It will have a box in the bottom right where it says colour quality, selet the bottom most one.
