Reset Chrome...
Click on "Customize and control Google Chrome":

Click "Settings" then "Show advanced settings" at the bottom of the screen.
Click "Reset browser settings" button.
Restart Chrome.

The opening of Chrome is quicker, but it can be 2nd window you try and open or 12th but at some point blank white screen and all windows stop responding.

I decided to format eventually. Far too many weird things going on and the risk to bank acounts etc was a primary concern. All seems well now.
