Speed Problem with DiLong Pu120T (Please Help)

I just recently bought a Dilong Pu120T PS2 to PC Converter. It works, but it works extremely fast and uncontrollable no matter what controller I use it with. I really would like some help.

You might need to use a powered USB adapter between the Play Station 2 and the Dilong adapter

What do you mean by powered USB adapter. I fairly new to working with USB technologies. I hooks up fine, but it acts extremely fast and is uncontrollable.
