start screen loop

Okay so here is the deal. I have reformated about 8 times and on ever one i have had a power loss and the computer turns off or i force a restart and then on the next boot up it just loops the start screen for ever. Some times i can start safe mode some times not. some times it fixes it by starting safe mode some times not. ... i have no idea what it is but im thinking it is os related . note this isnt the newest updated version of xp but it does have service pack 2.
what other information do you all need to fix my problem and i am willing to pay someone that gives me a viable fix for this. Dont say bios because that would have nothing to do with it.

Auto Restart.....

Right click on >My Computer > Properties > Advanced (tab)> Then under "startup and recovery" click on >settings. Uncheck "auto restart". If the machine is crashing on startup this should force a "BSOD" which will tell you what the error is. Insufficiency of the power supply could cause looping, as could spyware.
