Strange lag

Well I had bad problems with my old motherboard which was an ECS, and so I finally got an Abit board. Anyway the weird thing is although everything runs fine now, everytime I do something there is a small lag. If I click out of internet explorer for example it acts like its locking up for like 15 seconds then it goes to the desk top, I guess pretty much when im shutting things down. Is there a reason for this? I'm using a Sata drive which I never had before, is this the reason?

My sata drives have never caused this kind of hangup.

Im sure its not the sata, everything is new, the Mobo, the HD, the video card, the memory, it is only a lag for seconds and only when shutting down certain programs, maybe its norton?
