Sudden graphic artifacts, now unable to start windows

I was using my computer today as I normally would, and noticed that I started getting white screens when I started games. One time it got so bad I restarted my computer but now I have no hdmi signal to my monitor!

Did my gpu fail? I tried plugging the hdmi cable directly into the motherboard but still got no signal. I even tried a different hdmi cable but it didn't work either. Can't even use my pc now.

I did get a new gpu about 3 weeks ago.

Okay I plugged a different monitor in and the display comes on but windows is stuck in a loop of trying to repair itself after blue-screening half a second. Plugged my old monitor back in and now it works fine again... I'm suspecting my new gpu is what failed. But then again wouldn't it be unable to render anything on screen? Is it the hard drive? The CPU?

When issues such as artifacting suddenly appear, it usually points to a GPU failure. Something else that comes to mind is a PSU failure since it may not be able to supply enough power to the components, hence causing these issues.
