System crashes immediately upon hardware check when installing XP

My computer started randomly restarting, and eventually only would boot in safemode. I tried to use system restore in safemode, but could not get windows to boot in normal mode. Next, tried to reformat and reinstall windows, but it would not work. Tried to install new hardrive, or if i use the old one, windows will not boot, and if i try to reinstall, the computer crashes after about one second of Checking Hardware screen coming up... Please help, I dont know if this is a hardware problem or anything... I have tried new graphics card and harddrive, but was unable to boot still.
