System not booting up after upgrading (1 led PH)

Hello my friends.

Bought AMD Phenom II x4 955, 4 GB DDR2 Corsair, GTS 450 1GB DDR, PSU AGILER 800W, 2 SATA HDD, MOBO BIOSTAR 790GXE.

When I put everything and turned it on, just PH1 led would turn on (PH2, PH3 and PH4 are off).

I took everything out, even cpu. Just connected the mobo to the PSU and still just PH1 lit up.

Is my mobo defective? I tested 2 PSU (mine, Agiler 800W and an USA-NET 600W) and just PH1 led lit.

What's happenning?
 
Suggest you remove the motherboard from the case and put it on something insulated and just install the cpu, 1 stick of RAM in the closest dimm socket to the cpu socket. the gpu and the psu and see if you can get it to post.
What does the motherboard manual tell you the LED warning lights mean?
 
The manual doesn't explain anything about these leds; but everywhere I've read about it, all the people is saying that they should been all lit.

Problem is that my PSU used to wrk flawlessly with my old mobo (ECS 780GM-A), and with this one is just not giving enough power!?

Will try the insulated method in some hours. Kinda desesperated here ):
