Task Manager Problem

I have a weird problem with task manager that happened just recently. I can't pull up task manager at all by ctrl+alt+del and when i tryed to go to "run" in the start menu and type in "taskmgr.exe" it says "another program is running this file". Anybody have a clue on how to troubleshoot this?
