Taskbar does not stay on top of other windows

I' using Windows XP Home SP2. Although I put a check mark on the box that says "Keep taskbar on top of other windows", it becomes unchecked and the check mark is at the box "auto-hide the taskbar" whenever the pc reboots or re-starts after a shutdown. Please help. Thanks.

CCT, tried that. Does not work. Ran sfc /scannow, no error messages.
