Interesting price on the Dell 4K monitor. In Europe it's really hard to find one and if you do the price is almost 2x.

Works out at £350, pretty damned good but unlikely to see that price in the UK. But would really prefer 27 inch model for 4k.

Amazon Fire TV stick. $19 for prime members... ~£12, but expect it to be £19 when it hits UK. Worth a shot for this price.

I just started an Amazon Prime trial recently, so was tempted to buy the Stick, but decided eventually not to bother. I'm not in the US, so most of the content won't be available, and it has Amazon's closed Android version, which would limit its use as a tiny Android computer hooked to the TV.
