With that said 2 out of 3 ain't bad, but 1 out of 3, you make the call. (Never mind, I know what you're going to say).
Maybe Space X didn't deliver a launch vehicle on time, or they wanted too much money.

Both the Atlas and Falcon boosters had failed up until awhile ago, which dumped the launches back into the Russians lap.
Thus: Today's launch was the first for SpaceX since June 28, when a Falcon 9 broke apart less than three minutes after blasting off from Cape Canaveral, scuttling the seventh uncrewed cargo mission the company is flying to the International Space Station for NASA. (SpaceX holds a $1.6 billion deal to make at least 12 such flights with the Falcon 9 and its robotic Dragon capsule.)
I didn't realize they had made that many flights already, so I suppose that's a point for you
In any event since Obama(?) and a few of his predecessors decided that tax dollars were better used as social entitlements, the US srace program has been, more or less a disaster.
