Toshiba C55 battery died during hard drive wipe

I'm pretty new to the IT world, so I don't know much. I was formatting the hardrive on my laptop and the outlet I had the charger coincidentally wasn't working. Anyway, the laptop died somewhere around 60% and I have no idea how to boot the computer the right way. Any info or advice would be greatly appreciated, let me know what other info you need.
 
The HDD on the laptop cannot be formatted from the notebook, unless you boot the computer first with an operating system independent of need to bad HDD.

Use the Linux operating system, such as Linux Mint. Run it as "Live", so that it operates from the USB FLASH STICK. The fastest flash sticks, USB-3, etc are quicker. Then use the Linux partition manager to re-format the HDD.

Alternatively, get Windows-10 installation on your USB flash stick. Re-install Windows-10 (or other Windows versions) from that. It can handle badly formatted & damaged HDDs.
