Unable to access printer control panel w/ XP

Posting for a friend, Trying to access the printer via;
Settings/Control Panel/Printer he gets a error message 'not responding'.

The printer does work. He can print material, he just can't access it via this route. Also the same goes for his scanner!

He is running XP (don't know what connection he is using for the printer though).

Any ideas?

What kind of printer is it? does the printer or the scanner show up in the device manager?

Don't get mad, but sometimes it is simple.Is he logged on as a user or Admin? Security settings can lock you out.
