Underclocking @200mhz?

I've heard of overclocking, but underclocking?
Yesterday i decided it was time to upgrade from my humble socket A to the comparitively gut wrenching speeds of a dual core 3800 athlon.
However I was greatly dissapointed to find that after turning it on it only ran at 200mhz. Not even enough power to load windows. :(
I checked that everything was plugged in twice for good measure, but still nothing. I'm pretty sure its a cpu or maybe a mobo problem and before returning the cpu and mobo. I would like to make sure that I haven't made some stupid mistake in installation that can be fixed. If any one could help shed some light on my problem it would be greatly appreciated. Below is a list of my new hadware.

mobo: Gigabyte GA-M55SLI-S4
cpu: AMD Athlon64 3800+ x2
ram: 2 DDR2 PC2-4200 512Mb
graphics: ASUS EN7100 GS512
 
Are you sure that's not the BIOS reporting the memory speed or the HT link speed ? & what do you mean not enough power to load Windows ? It wouldn't go through the installation process ?
