Underpowered Video Card Issue?

Hello :D

Seems that I'm having an issue with an ATI Radeon X1650PRO AGP 8X card in a Dell Dimension 8300...I put in a normal 400watt Thermaltake PSU with dual 12v rails (12a and 13a I think).

What happens is that when he starts up the computer, sometimes he gets a red flashing warning saying that the power cord is not connected to the video card....there is no external power from the video card; it's powered by the AGP slot.

He has a dvd drive, cd drive, and about 4 usb ports taken, which might take up some power, but I didn't know if this is caused from a faulty video card (this card is new) or from the power supply.
 
Are you sure about the external power to the card? Isn't there a floppy drive power connector or possibly a standard molex? I could be wrong and perhaps yours doesn't but I had a Sapphire Radeon X1650 Pro AGP 8X and it had a floppy connector. The PCI-E version doesn't seem to need an external since that slot provides more power than the AGP slot.
