That worked ... sort of.
The registry hack added the option to the right click menu.
I went back into desktop folder ABC and right clicked Notepad file XYZ
The drop down menu showed the new hack. I clicked it.
I double clicked XYZ to open it but was given the same "ACCESS DENIED" error msg with the grayed out blank new Notepad file in the back ground.
I exited, then right clicked XYZ, copied, then right clicked empty space in folder ABC, and selected paste. Same error msg
"FILE ACCESS DENIED".
You'll need to provide administrator permission to copy this file
and the same 3 buttons:
CONTINUE SKIP CANCEL
clicking on SKIP and CANCEL just exited with no action.
However, clicking on CONTINUE made the error msg box disappear and a copy of XYZ was now in my ABC folder.
I double clicked on the copy of XYZ
All the expected content was there and I could do whatever I wanted to the file and content.
I right clicked on XYZ and clicked DELETE. It disappeared.
I went into Recycle bin and restored it to ABC folder.
I double clicked XYZ with the same ACCESS DENIED error msg. I tried this to see if moving it into and out of the recycle bin had any effect
Okay ... now at least I've discovered I can easily make a copy of an Access Denied file, rename it, and delete the bad file.
I'm just wondering why the hack didn't make this a one-click fix?
Broni, if I know you at all through everything we've done in the past days, it's that you also wonder what is causing this.

I have question:
If ever I do a registry fix and return to default setting process, will I have to re-install this hack again?
