Video Card Problems? Never encountered this before!

I'm fixing a computer (homemade) for a friend. the following specs are:

MB: Asus A7A266
Mem: Crucial 133 synch, cl2, 256MB (2x)
CPU: AMD Athlon 2.1
Case: Enlight
HD: Maxtor 60G
Monitor: Viewsonic 17PS

Problem: turning on the puter starts ok but then results in gibberish across the screen. I replaced the HD and video with one I have on hand and the results are the same. Even replaced the PS to no avail. Normally I would consider the drivers suppect due to the garbage coming across the screen. Has anyone experienced this and how did you resolve it? Thx.

Try another monitor.
Double check the video is seated properly.
Remove and reseat RAM.

well i expirienced the same problem on an old pc when i added my G4 Mx440 Video card.
Images were scrambled on the screen. i found out that my problem was that my mobo does not support Fast Writes.
Turned that option off and worked.
but maybe your mobo supports it because it...newer
