Vista Parental control... HELP!

  1. Ok, so last night I left my computer for about an hour, and on return I find that I cant do s**t with my PC anymore.
    So, this is my situation.

    My brother has decidedto put "parental controlls" on my account, after finding out my password. I am the only user on my computer and for some reason it says I am not an administrator (I WAS before last night).
    Also, the lock disables my from using any program that diddnt come with Vista, so basically all I can use is IE and WMP!
    There is no other user account, yet to disable this lock, I need ADMINISTRATOR privilages! Help
