I changed the motherboard and processor in a PC I have and when I try to run the windows vista home premium recovery cd it doesn't work. I did not replace it with the same motherboard and processor, is this why it's not working?

When you upgrade your motherboard you most likely have to do a fresh installation of your OS. If you try to boot up normally, do you get a BSOD before windows can boot up?

It just tells me windows can't boot up, and I try to boot from CD with that recovery CD and it starts but gives me an error and restarts again. So maybe I need to reformat it first?

Yes, you will need to format the drive. When you boot from the disk, click "Install" and choose to do a custom installation. When you are give the option to select the drive you want to install on, select the correct drive, and click the advanced options at the bottom. Then you will have the option to format the drive, and do a fresh installation of windows.
