Vista throwing away ram?

Im running vista ult. 32 bit and I have 4gb of ram installed but it only says 2.4installed, however I know someone with home premium that has 4gb and they all show up. Is vista just throwing away my ram?

Normal for 32-bit Windows. 64-bit would show it all.
